keyword args to load

    The :package and :verbose keywords make assumptions about the package
    system, which is inappropriate given that we haven't standardized on
    a package system.

The :verbose keyword doesn't.  The :package keyword does, so it might be
left out for now or marked as "will exist when packages do" as the colon
character is.
