Sounds good, unless it turns out to be difficult to figure out just
which things are the kernel and which aren't. Also, when the kernel is
designed, things should be set up so that even if some higher-level
function is NOT in the kernel, it is still possible for some
implementations to write a higher-level function in "machine language"
if they want to, without losing when they load in gobs and gobs of
Lisp-coded higher-level stuff.
